Pennsylvania is jumping head first into the industrial hemp industry. On January 22, 2018, Pennsylvania Agriculture Secretary Russell Redding announced that he has submitted a plan to the United States Department of Agriculture to regulate the state’s commercial hemp industry. The announcement came as a surprise to some observers as Redding had previously indicated that it was too late to come up with a regulatory scheme for 2019. Nevertheless, Redding now saw that the state will reopen the application process for prospective commercial hemp cultivators.
